Jeffrey M. Bross, P.E., LEED AP, FACEC

As Chairman of Duffield Associates, Inc., a geosciences consulting firm with offices in Delaware, Maryland, New Jersey, and Pennsylvania, Jeffrey M. Bross, P.E., LEED AP, F.ACEC, has administrative, strategic, and consulting responsibility for the firm’s civil, transportation, coastal engineering, water resources, environmental, solid and hazardous waste, and regulatory agency projects. He has authored numerous technical articles and papers, and is a featured national speaker on issues involving environmental, construction, and litigation matters. Mr. Bross has long been involved with economic development initiatives throughout the mid-Atlantic region. Mr. Bross is a registered Professional Engineer in Delaware, Maryland, New Jersey, Nebraska, and Pennsylvania.

Mr. Bross has long participated in leadership roles for various professional and non-profit organizations. He is a Fellow of the American Council of Engineering Companies (ACEC), and is a past President and National Director for ACEC Delaware. He is a past Chair of the national ACEC and Associated General Contractor’s Construction Liaison Committee, and a past Board Member of the Associated General Contractors of Delaware. Mr. Bross is a member of the American Society of Civil Engineers (ASCE), Consulting Engineers Council of Delaware, and the National Society of Professional Engineers (NSPE). Mr. Bross is Jury Chairman and serves on the Board of Directors for the Delaware Valley Smart Growth Alliance (DVSGA). He is past Chairman of the Board of Directors for the New Castle County Chamber of Commerce and the founder and past Co-Chairman of the New Castle County Economic Development Council. He previously served as a Board Member and President of the Committee of 100. Mr. Bross is a prior Board Member for the Jefferson Awards, and a former member of the Advisory Committee for the Fort DuPont Redevelopment and Preservation Corporation.

Mr. Bross was appointed to the State of Delaware Workforce Investment Board (currently Vice-Chair), Stormwater Management Task Force, Clean Water Advisory Council (currently Chair), Clean Water Task Force, and the New Castle County Executive’s Task Force on Redevelopment, and has served as a member of the State of Delaware Redevelopment Authority. He led Delaware Governor Ruth Ann Minner’s transition team for agriculture and environment. He is also an appointed member of the Livable Delaware, Infill and Redevelopment Subcommittee.

From 1996 to 2013, Mr. Bross was an adjunct faculty member for Civil and Environmental Engineering at the University of Delaware. He was selected as Delaware’s Engineer of the Year in 2006. Previous professional positions held by Mr. Bross include Director of Transportation Programs (Northeastern U.S.) for Henningson, Durham and Richardson, Inc.; City Engineer for the City of Omaha, Nebraska; and Vice-President and Director of the Departments of Transportation, Hydraulics, Marine Engineering, and Construction Services for Edward H. Richardson Associates, Inc.
